Website and Graphic Design

The "Web Pages That Suck" site is a place where you can learn about designing for the World Wide Web just by viewing examples of bad design, but what defines 'bad design'?
In theory there should not be any good, nor bad, design, simply because what makes the design of one Web page better than another is purely an opinion of the individual viewing those pages. So what one person thinks is the worst example of Web design ever might be highly complimented by another person. The design of a Web site is not just looks alone, other aspects should enter the design process too. A lot of Web sites suffer from neglecting these elements of design; navigation and organisation, size of monitor on which the pages will be viewed, download times, and so on.
I am sure that there are some people who see a poor Web site and send their opinions to the designer (not that I have received such eMails of course). Rather than criticising and insulting the designers of the many terrible Web sites, wouldn't it be nice to advise and give some help that would aid the owner produce a better, more enjoyable Web site?
